On January 12, 2007, Air Traffic Management Bureau of CAAC held 2007 annual ATM system seminar in Harbin. Su Langen, Director General of Air Traffic Management Bureau of CAAC, Zhou Yizhou, Secretary of Air Traffic Management Bureau of CAAC and Director Generals and Secretaries from various regions attended this seminar. The seminar summarized the main work in 2006, studied and defined the key work in 2007, and reviewed "the guiding principles on strengthening the culture construction of civil aviation ATM industry".

At the seminar, Director General Su Langen made the report about “clarify the development situation, highlight the key tasks, implement the ATM reform, and promote the better and fast development of civil aviation ATM industry. Secretary Zhou Yizhou introduced the objectives and the main contents of "the guiding principles on strengthening the culture construction of civil aviation ATM industry", and the ideas about "Harmonious ATM". Director Generals and Secretaries from various regions also delivered the speech in respect of the key work in 2007.

The seminar achieved the purpose of unifying ideas and clarifying tasks, which lay a solid foundation for the stable development of ATM industry.
