On October 16, the civil aviation ATC safety working conference was held in Beijing. Wang changshun, Deputy Director General of CAAC, attended the meeting and delivered an important speech. Zhou yizhou, Secretary General of Party Committee of CAAC/ATMB, presided over the meeting. Su Langen, Director General of CAAC/ATMB, also made a speech, Li Zongji, Deputy Director General of CAAC/ATMB reported the ATC safety work situation. The relative leaders who are in charge of safety work from various regional ATMB, ATC centers (stations) also attended this meeting.

Deputy Director General Wang affirmed the achievements of ATC safety work since this year, he noted that, in the first nine months, the ATC industry protected a total of 1.22 million domestic and international flights, take-offs and landings reached 2.51 million, in which over 700 are special plans and the important flights. There are 8 abnormal situations caused by air traffic control, a decrease of 1 compared with the same period of last year, 2 of which were the flight incidents, the same as the same period of last year. The above statistics showed that, in the circumstances of rapid growth of flights, the safety situation of ATC system is basically stable, the support capability is increasingly enhanced, and make the important contributions for promoting the development of the civil aviation industry. It is mainly manifested in the following aspects: put the "safety first" as the first priority, correctly handle the relationship among safety, reform and other work, and take a series of effective security measures etc. he also stressed that, safety is the eternal theme of the civil aviation and also its lifeline. ATC system is an important foundation of the civil aviation security. We must further enhance the safety awareness of the civil aviation, and strengthen the sense of responsibility and urgency.

Deputy Director General Wang pointed out that, the reform has created the favorable conditions for ATC safety work. We must take advantage of ATC integrated management and operations to further strengthen the research of safety work, first, strengthen the building of leading bodies, and strengthen the organization and leadership of safety work. Particular attention should be paid to the arrangement of the frontline positions, well cultivate, select and take use of the leaders in the frontline departments. Second, implement the production safety responsibility. We shall clarify all levels of responsibility, establish safety responsibility system, and sternly deal with all types of unsafe events. Third, strengthen the management of air traffic control operations.

Director General Su asked in his speech, we must clearly see the existing problems and shortcomings. He pointed out that there are four more prominent characteristics in the current ATC safety work. First, the overall safety situation is stable, but it has great fluctuations in some periods; second, the safety of the regional ATMB is relatively stable, but it still exist some problems in the sub-bureaus (stations). Third, human errors are relatively more. Four, the external environment still restricts the ATC safety. He noted that, after the structural reform, whether the ATC work is good or bad, the safety level is high or low will become the focus of the civil aviation, and will be the significant sign to judge whether the reform is success or not. In the circumstances of rapid development of air transport and the not yet ideal external environment, how to handle the relationship between safety and development is a major challenge for us. We must further strengthen the sense of urgency and responsibility; further enhance the work initiative to guarantee the safe operation of ATC work.

At the meeting, Deputy Director General Li Zongji, informed the overall safety and rectification situation of the ATC system and made an analysis. Leaders from North China ATMB, Northeast ATMB, Gansu sub-bureau and Anhui sub-bureau exchanged their ideas. The meeting issued the discussion draft about "Opinions on further strengthening ATC safety work of CAAC/ATMB" and discussed it with groups.
