According to the spirit of "the notice on seriously carry out and do a good job in RVSM work", and for the timely signing of RVSM transition procedure agreement with the neighboring countries, China's civil aviation delegation led by Zhang Ruiqing, Deputy Director General of civil aviation Southeast ATMB, went to Laos and signed the RVSM transition procedure agreement with Laos Civil Aviation Authority on September 11.

The amendment of transition procedure agreement among the neighboring countries' control units will affect the progress of RVSM work and the smooth operation of aircrafts. After consultation they reached consensus on transition procedure agreement involved China's implementation of RVSM, Deputy Director General Zhang Ruiqing signed the transition procedure coordination meeting minutes with Mr.Somsy, Director of air navigation department of Laos Civil Aviation Authority. Lei Guisheng, Deputy Director General of Yunnan air traffic control branch signed the transition procedure agreement with Mr.Somchith, Director of air traffic service department of Laos Airport Authority. The main contents are: both parties agreed to comply with ICAO regulations and other relative rules to implement RVSM between FL290 and FL410 and stipulate the specific transfer altitude. The successful signing of transition procedure agreement between Laos and China laid a solid foundation for the smooth implementation of RVSM in China at 0:00 a.m. November 22 (Beijing Time).
