The General Administration of Civil Aviation of China has announced that it will unveil a plan to reform the charging system for airlines using domestic airports from March 1.
After this plan has been implemented, foreign airlines and Hong Kong and Macau airlines are expected to have reduced costs when using domestic civil airports and the overall expenses of domestic airlines will also decrease.
CAAC said that the main aim of this reformation is to coordinate the common interests of airports and airlines which does not involve the adjustment of passenger charges and will not result in rising civil airline ticket prices. This will standardize the aviation business charging system for mainland airlines' international flights, and flights to Hong Kong and Macau, and foreign airlines, and Hong Kong and Macau airlines' flights within five years.
The main points of the reform plan are that civil airports will be classified into four groups and their charging system will be managed according to the corresponding standard for each group. The civil airport charges are divided into three kinds, of these aviation business charges only can be changed within the government's price structure.
