A big shake–up of transport regulation and policy making in China is expected to follow the decision by the National People's Congress (NPC), the Chinese parliament, to create five 'super ministries' including one super ministry of transport.
The new ministry of transport will consolidate the functions of different government departments regulating aviation, communications and urban public transportation, including the Ministry of Communications and the Ministry of Construction's urban public transportation management functions and the Civil Aviation Administration of China.
Li says the reshuffle will not result in jobs being cut at CAAC. A state bureau of civil aviation will be formed under the Ministry of Transport, due to the peculiarity of the civil aviation industry. "It is similar to the relationship between the United States Department of Transportation (DOT) and the Federal Aviation Administration (FAA)," The FAA is an agency under the DOT, with the authority to regulate and oversee the US aviation industry.
