CHINA'S ATM STRUCTURAL REFORM
In order to improve the efficiency of air traffic management and ease airspace limits, China completed the structural reform of air traffic management in September, 2007. There are four aspects of this reform: first, to realize separation between governmental and non-governmental functions, and establish classified managerial ATM system; second, to establish concentrated and unified ATM operation system; third, to improve ATM system supporting ability; and last, to adopt management system.

CHINA REDUCED VERTICAL SEPARATION MINIMUM (RVSM)
China RVSM goes live 21 November. China's General Administration of Civil Aviation said the regulations will "greatly reduce the air and ground delays caused by the shortage of usable layers, increase air-traffic flow, improve flight-traffic jams and flight delays, and raise the efficiency of civil aviation." Effective at 1600 UTC, RVSM is implemented in the Shenyang, Beijing, Shanghai, Guangzhou, Kunming, Wuhan, Lanzhou, Urumqi FIRs and Sector AR01 (island airspace) of the Sanya CTA between 8,900m (FL291)and 12,500m (FL411) inclusive.

1ST ON-THE-JOB PROFESSIONAL SKILLS CONTEST OF CIVIL AVIATION AIR TRAFFIC MANAGEMENT COMMUNICATION/NAVIGATION/SURVEILLANCE
On Nov. 6th-8th, the 1st On-the-Job Professional Skills Contest of Civil Aviation Air Traffic Management Communication/Navigation/Surveillance was successfully held. Through this contest and the preparation, the staff have improved their comprehensive quality of air traffic management, and shown their perfect skills, which promoted the development and innovation of ATM technology, and the construction of the talents staff with high skill in civil aviation field.
OUTLOOK FOR DEVELOPMENT
Air traffic management capabilities has already become the bottleneck in restricting development of China's civil aviation industry, and CAAC has already become more and more clearly realized of the problem. From May to September 2007, CAAC has implemented and completed the ATM structural reform, trying to solve the low efficiency problem starting from system. Comparing to the air traffic management system in United States and Europe, China's ATM system faces with a much more difficult task. After all, radar control has not been covered in this large country. As so far, radar control is still the most mutual and reliable way, so that in next few years, China is going to commit to the popularization of radar control.
Looking backward at 2007, China's air traffic management has implemented a series of reform: carrying out structural reform to improve the efficiency of air traffic management, implementing RVSM to ease airspace limits, holding vocational skills contest to improve air traffic controller’s skills, etc. At present, there is a long way to go, as China’s air traffic management still cannot meet the needs of the growth of civil aviation industry.
